Lottie always requires a frame count. We set ip=0 (in-point) and op=60 (out-point) at 30fps, which is a standard 2-second duration. Your SVG image layer spans the full duration, so every frame looks identical — it's effectively a static image in a Lottie container. Feel free to change op to 1 in the JSON if you want a minimal single-frame animation.
